[Android][URP] Render artifacts are visible or the mesh is not visible when enabling projected shadows
Repro steps:
1. Open attached project "repro_1281854"
2. Add URP
3. Build and Run on Android
4. Enable the Overlay Camera with a button on the screen
5. Enable Projected Shadows with a button on the screen
Actual: Render artifacts appear
Reproducible with: 2019.4.16f1, 2020.1.16f1, 2020.2.0b13, 2021.1.0a8
