Application.targetFramerate gives inconsistent framerate
To reproduce:
1. Open the user's attached project
2. Open and play the "SampleScene"
3. Observe the Console
Expected result: The "drift" stays close to 0
Actual result: The "drift" slowly rises
Reproduced with: 2017.2.2p2, 2017.4.1f1, 2018.1.0b13, 2018.2.0a8
