Application.targetFrameRate is not ignored within the Editor and affects all of its windows
How to reproduce:
1. Open the attached "case_1158168" project
2. Open and Play "SampleScene" Scene
3. Select "Main Camera" GameObject
4. In Inspector Window Change Frames in "Frame Rate Setter (Script)" to value 1
Expected result: Application.targetFrameRate setting is ignored within the Editor
Actual result: Application.targetFrameRate affects the Editor and all its windows
Reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.3.3f1, 2020.1.0a25, 2020.2.0a1
