APK cannot be published to Google Play because Unity doesn't meet the Families Policy Requirements
How to reproduce:
Publish APK made with Unity to Google Play Console that targets kids as their main audience
Expected result - APK publishing is success and app is not rejected
Actual result - App is rejected
Reproducible with: 2020.2.0a13, 2020.1.0b9, 2019.3.14f1

This issue is about Unity's Privacy Policy and currently there is NO solution!
We make apps for children under 8 years old, but we were REQUIRED to make their rating for over 18!!! This is absurd!
We are in favor of using all means to protect our children, but it seems that the Unity developers have not yet found an effective solution. As a suggestion, I would like to be able to disable this capture of data from users under the age of 13. Which is NOT allowed by the legislation of many countries and is irrelevant to the creators of the Unity engine.

It's frustrating!
I'm using Unity 2020.3.031f1, and I'm NOT using any data capture method (ads, or analytics), and yet Google rejected the apps for violating their privacy policy:
About Families Policy Requirements
Apps targeting children should not broadcast the following from children or users of unknown age:
Android Advertising ID (AAID)
SIM Serial
Serial Build
BSSID
MAC
SSID
IMEI and/or IMSI
I have already submitted the app 9 times, making changes suggested in the various internet forums, and so far nothing has worked.
Please Unity, how can we resolve this once and for all?

This is not fixed with Unity 20.20.1.0b.15, I have no analytics, ads, or IAP packges and I'm still getting denied

I had the same problem. I updated to 2019.4.1f and turned off Analytics, but still saw information passing on Charles Proxy. I then removed the Analytics library, but still saw it appear. Finally I turned off 'Crashes and Exceptions' in Cloud Diagnostics and that seemed to do the trick. I haven't tried uploading it to the Play Store though.
Although I'm now starting to wonder if I ought to pay more attention to the words 'Crashes' and 'Exceptions' above....

This is a more serious issue than explained in the description. I had my apps removed from Google Play and they don't "target kids" specifically. They were in the Families program though. Google will not allow me to remove my apps from the Families program so I'm stuck until I can rebuild years old apps with a new version of Unity.

I can confirm that I've resubmitted my game with both versions `2020.2.0a15` and `2020.1.0b12` and both got rejected for the same issue.. I've also tried resubmitting with Analytics turned off, and still got rejected. so that doesn't help in my case.
Also, the release notes for 2019.4.1f1 states that this issue is still a known issue and links to this issue so I haven't downloaded it to try.
The response from google was:
"For example, we detected that your app collects the following personal and sensitive information - Advertising ID and Android ID"
I'm stuck for a few days now and unsure how to proceed, I will not put a privacy policy as a workaround as this is totally against the principle of my game for children. I'm trying to build trust with my user base and this is just going to let them and me down.

Please Guide us Is Unity3d 2019.3.15f1 is stable for this error or not i am from pakistan if google finds small error in our app he suspend whole account which is big loose for us Please guide us is this Unity version has error or not .....Our other accounts are also suspended due to no reason so now we are carefull on every step Please Unity Team Guide us......................we wating...................

I believe that you can work around this issue by stating on "App Content" session that your app uses Advertising Id/Personally Identifiable Information *even if you don't actually use this for any purpose*.
It's not ideal, but for those who are stuck with latest Unity versions, I believe it's the way to go for now.
