Saving any Changes in the Scene causes Reimport of a Prefab which has lots of smaller Prefabs in it
To reproduce:
1. Open the user's attached project
2. Open the "s_boot" scene
3. Move any of the Gameobjects in the Scene and File->Save or File->Save Project
Expected result: No reimport window appears
Actual result: A reimport window appears, indicating the "PeopleTower" prefab is being imported, even though it was not changed
Reproduced with: 2018.3.9f1, 2019.1.0b7, 2019.2.0a8
