[Animator][CullingMode] Canvas elements don't animate when on-screen; Other elements still animate when not visible on screen
Steps to reproduce:
1. Download and open the attached project
2. Open scene "Scene"
3. Press play
4. Observe square animations
Expected result: all animations are always played, when objects are visible when culling mode is on. all animations should be disabled when object is not in view
Actual result: animations are not played when visible, animations are played when not visible
Reproduced on 5.2.3f1. 5.3.6p8, 5.4.3f1, 5.5.0f1, 5.6.0a2

This might be a regression, I'm seeing the issue with World Space Canvases not animating while on screen in 5.6.3p1. Workaround seems to be to set Animator to Always Animate.
