[AnimationLayers] Deleting layer can't be undone if layer is deleted during runtime
To reproduce:
1. Open attached project
2. Create new animation controller
3. Add New Layer
4. Press play
5. Delete Layer
6. Press Ctrl + z to undo last action
7. Notice that deleted layer doesn't appear
