Animation window cannot skip to previous keyframe when there are frames with no keys in between
To reproduce:
1. Open attached project ("case_1214195.zip")
2. Open "Test" animation in the Animation window
3. Use Playback Controls to go to the next keyframe
4. Now try to go to the previous keyframe
Expected result: Playback head is moved to the previous keyframe
Actual result: Playback head is not moved to the previous keyframe
Reproducible in: 2019.3.0f3, 2019.3.0f6
Not reproducible in: 2017.4.36f1, 2018.4.17f1, 2019.2.20f1, 2019.3.0f2, 2020.1.0a22
Note: Shortcut doesn't work either (default "Alt + ,")
