[Animation] The ability to change children local scale is intermittent when toggling off and on the root GameObject
Reproduction steps:
1. Open the user attached project
2. Enter the Play mode
3. Observe the Console logs
Expected result: All tests were successful, no "Failed to modify localScale" logs
Actual result: Every second test fails because the ability to change children local scale is intermittent when toggling off and on the root GameObject
Reproducible with: 2019.4.37f1, 2020.3.32f1, 2021.2.19f1, 2022.1.0b15, 2022.2.0a9
