Animation Event triggering before Animation when Time is set to -1
Reproduction steps:
1. Open user attached Project "Unreliable Animation Events at Start with Playables"
2. Open "Assets/SampleScene" Scene
3. Press Play
4. Once the Animation ends, press 2
Expected result: The Events are called during the Animation
Actual result: The Start Event is called 1 second before the Animation
Reproducible with: 2019.4.16f1, 2020.1.17f1, 2020.2.0f1, 2021.1.0a9
Could not test with: 2018.4 (Compiler Errors)
