[Android] WebCamTexture feed is black when using it on an older OS version device
Reproduction steps:
1. Open the user’s attached “WebCamTextureTest” project
2. Build and run the Player (File > Build And Run)
3. Grant access to the Camera
4. Observe the Player
Expected result: The WebCam feed is visible
Actual result: The WebCam feed is black
Reproducible with: 2022.3.15f1, 2023.1.6f1
Not reproducible with: 2021.3.33f1, 2023.2.3f1, 2023.3.0a17
Fixed in: 2023.1.7f1

This is blocking us from updating to 2022.3 LTS series. Please backport it to LTS as soon as possible.
It seems the fix was identified back in summer but only fixed in 2023.1 series, not on LTS?
For us in 2022.3 up to the recent .16, the camera is nonfunctional and showing black textures in all Androids we have tried including modern ones. On some devices, the camera live view works but when we try to capture via GetPixels() it fails. In other devices, it's always black all the time, in both live view and with GetPixels().

Please this error is a critical merge to 2021.3.XX as soon as posible please.
