[Android Vulkan] Read screen pixels is wrong on android phones
Steps:
1. Build apk with Vulkan api and run on Android phones that supports Vulkan
OR use the apk in the Build folder
2. Open the app and observe
Expected and Actual Result please see picture in comment.
Reproducible in : 2018.2.0a3, 2018.1.0b10, 2018.1.0b9, 2017.3.1p2
Reproducible device : Google Pixel 2 (Adreno GPU), Samsung Galaxy Note 8 (SM-N950F, Mali GPU)
Note: Fine on all windows APIs DX11/DX12/GLCore/Vulkan
