[Android] Video is stuttering when the video is 60 FPS
Steps to reproduce:
1. Open the attached “Video60FPSBug” project
2. Build And Run the project on the device
3. Observe the device’s screen
4. Press the “Change Video to 60FPS” button
5. Observe the device’s screen
Expected result: Video is playing smoothly
Actual result: Video is stuttering
Reproducible with: 2022.2.0a16, 2022.3.17f1, 2023.2.6f1, 2023.3.0b3
Not reproducible with: 2021.3.34f1, 2022.2.0a15
Testing environment: macOS Sonoma 14.2.1 (Intel)
Not reproducible on: No other environment tested
