[Android] URP with Linear Color space causes artifacts on Android with Vulkan Graphics API
How to reproduce:
1. Open the project attached in the google drive in the Case edits
2. Make sure, that Linear Color space is selected
3. Make sure that Vulkan Graphics API is selected as priority
4. Build and run to the device that supports Vulkan
Expected Behavior: URP Template is rendered
Actual Behavior: Artifacts are seen on the screen
Reproducible with(Unity Versions): 2019.4.8f1
Reproducible with(Package Versions): 7.3.1, 7.4.1
Not reproducible with(Unity Versions): 2020.1.3f1, 2020.2.0a21
Not reproducible with(Package Versions): 8.1.0, 8.2.0

VLNQA00286, Meizu - (PRO 5), Android 7.0, CPU: Exynos 7 Octa 7420, GPU: Mali-T760
VLNQA00015, Samsung Galaxy Note8 (SM-N950W), Android 8.0.0, CPU: Snapdragon 835 MSM8998, GPU: Adreno (TM) 540
