[Android] [URP]The Z-Buffer gets cleared when rendering with the Overlay Camera and setting the Clear Depth to false
Reproduction steps:
1. Open the user's attached project "AndroidDepthTest.zip"
2. Open Assets > Scenes > "SampleScene"
3. Enter Play Mode and observe the red sphere and the blue cube
4. Build and Run on an Android device
5. Observe the scene
Expected result: The red sphere is rendered over the blue cube
Actual result: The blue cube is rendered over the red sphere
Reproducible with: 12.0.0 (2021.2.0b10), 12.1.2 (2021.2.5f1), 13.1.3 (2022.1.0b1)
Not reproducible with: 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.24f1), 11.0.0 (2021.1.28f1)

Fixed in URP 14.0.1 which is available in 2022.2.0a8
