[Android][Unity 2017.4] Textures appear black in Player on particular devices when "Generate Mip Maps" is enabled
Steps to reproduce:
1. Open the attached project
2. Build and run to android
Notice that while loading, Unity logo appears as a black rectangle
Notice that 128x64 rectangle is black (it should be green excpected.png vs actual.png)

Not reproducible with: 2017.4.15f1, 2018.3.0b2, 2019.1.0a6, 2019.1.0b1, 2019.2.0a3
