[Android] Time.deltaTime value becomes constant 0.3(3) after sending to the background and resuming an Application
How to reproduce it:
1. Open the user's attached project "RenderFrameIntervalTest.zip"
2. Build and Run the project on the Android device
3. Disconnect USB from the device
4. Observe the white square and notice that the Delta Time value changes
5. Send the app to the background and wait 1 - 2 minutes
6. Resume app
7. Observe the white square and Delta Time value
Expected result: Delta Time's value frequently changes
Actual result: Delta Time's value is constant 0.3(3)
Reproducible with: 2021.1.0a5, 2021.1.7f1, 2021.2.0a17
Not reproducible with: 2018.4.35f1, 2019.4.26f1, 2020.3.8f1, 2021.1.0a4
