[Android] Tasks get stuck in the "WaitingToRun" state when using IL2CPP Scripting Backend

Reproduction steps:
1. Open the attached “ASDQWE” project
2. Build and run the Player (File > Build And Run)
3. Observe the Player

Expected result: The squares turn green indicating Running status and then blue indicating RanToCompletion status in sequence, continuously cycling between these two states.
Actual result: The squares initially turn green and then blue, but after some time, they get stuck at yellow indicating WaitingToRun for a random duration, ranging from minutes to hours.

Reproducible with: 2022.3.42f1, 6000.0.15f1
Could not test with: 2021.3.42f1 (“Execution failed for task ':launcher:processDebugResources'“ build error)

Reproducible environment: MacOS Sonoma 14.5 (Intel), Windows 11 (user’s)
Not reproducible environment: No other environment tested
