Android SDK shipped with Unity installations is on API Level 29
New Unity Installations does not install the Android SDK Platform with API level 30 by default
Reproduction steps:
1. Install a new Unity version with Android module
2. Create a new project with Android build support
3. In Build Settings -> Player Settings -> Other Settings select Minimum API Level - Android 11.0 (API level 30)
4. Build to Android
Expected result: Build succeeds with no error window popup
Actual result: Build fails with error window "Required API level 30."
Reproducible with: 2019.4.32f1, 2020.3.22f1, 2021.1.28f1, 2021.2.1f1, 2022.1.0a14
