[Android][Oculus GO] video player is freezing at specific times when playing a video from URL
To reproduce:
1. Open the project attached "Video Test OculusGO.zip"
2. Build and run on Oculus GO
Expected: video is played without freezing
Actual: video keeps freezing at same points in time
Reproduced in: 2018.3.5f1, 2019.1.0b3, 2019.2.0a4
Note1: on Unity 2019.1 and 2019.2, fraction of video is skipped when played after buffering
Note2: confirmed not to be a bandwidth issue
