[Android][Mono] Touch position during the phase Touch.Began of the very first touch is incorrect
Repro steps:
1. Open user attached project
2. Build and Run on Android
3. Touch and move your finger across the screen a few times
Actual: The first touch moves the Camera very quickly
Reproducible with: 2017.4.16f1, 2018.2.18f1, 2018.3.0f1, 2019.1.0a11
