[Android][LWRP] Performance is worse on some devices
Steps to reproduce:
1. Open attached project
2. Select appropriate Graphics API
3. Open "000 - Menu" Scene
4. Disable "Button Clicker" script on "RunTest" gameObject
5. Set up a script to show frame time and active scene name on screen
6. Build and run on Device
7. Click "Run LWRP"
8. Observe results for specified scenes
9. Restart app
10. Click "Run built-in"
11. Observe results for specified scenes
Expected: LWRP frame time should be shorter than Built-in
Actual: Some scenes have worse performance on LWRP than on Built-in
Unity version: 2019.1.0b3
LWRP Package versions: 5.3.1, 5.2.3
