[Android][GLES3] Skinned Mesh with custom material is rendered glitchy on newer Mali devices and GPU skinning enabled
Repro steps:
1. Open attached project
2. Build and Run on Android
3. Observe the two models
Actual: The left figure is glitching out
Reproducible with: 2018.3.5f, 2018.3.7f1
Not reproducible with: 2018.3.4f1, 2019.1.0b5, 2019.2.0a6
Tested and reproduced on these devices:
VLNQA00233, Meizu - (PRO 6 Plus), Android 7.0.0, CPU: Exynos 8 Octa 8890, GPU: Mali-T880
VLNQA00096, Samsung Galaxy S8 (SM-G950F), Android 8.0.0, CPU: Exynos 9 Octa 8895, GPU: Mali-G71
Didn't reproduce on:
VLNQA00218, Samsung Galaxy Note9 (SM-N960U), Android 8.1.0, CPU: Snapdragon 845 SDM845, GPU: Adreno (TM) 630
