[Android][Vulkan] Images are rendered after a delay on some devices
Repro steps:
1. Open QA attached project "repro_1144830"
2. Set the Graphics API to Vulkan in the Player Settings
3. Build and Run on Android
4. Observe the screen
Actual: notice that images after the splash screen appear after a few seconds
Reproducible with: 2017.4.26f1, 2018.4.0f1, 2019.1.1f1, 2019.2.0a14, 2019.3.0a1
