[Android][GearVR]Oculus VR running with FPS drops and freezes on certain Mali devices
Steps to reproduce
1. Open attached project "PerformanceTest" scene
2. Build and run with Oculus VR SDK
3. Observe poor performance - View freezes, gets updated only when you slide the OS app overlay from the bottom or top.
Though app reports FPS as if normal (100~ FPS)
Expected: No freezing or frame drops
Actual: Visually the scene is lagging very much, even if the app reports stable frame time
Unity Versions:
2018.3.0b1 2019.0.0a1, 2018.2.8f1
Project crashes on anything pre 2018.2
