[Android] [Vulkan] Framerate drops to ~30 FPS and stays at that framerate for a bit when the device is rotated
How to reproduce:
1. Open the “ReproProjectPerf.zip“ project
2. Open the “SampleScene“
3. Enable the Development Build and Autoconnect Profiler in the Build Profiles window
4. Build and Run for Android
5. Connect the Profiler
6. Rotate the device to Portrait and back to Landscape several times
7. Observe the CPU Module in the Profiler
Expected result: The framerate does not drop to ~30 FPS for a bit when rotating the phone between portrait and landscape
Actual result: The framerate drops to ~30 FPS for a bit when rotating the phone between portrait and landscape
Reproducible with: 2023.1.0b10, 6000.0.45f1, 6000.1.0b13, 6000.2.0a8
Not reproducible with: 2021.3.50f1, 2022.3.60f1, 2023.1.0b9
Reproducible environment: macOS 15.3.1 (M4 Max), Windows 11 (Reporters)

Notes:
- Only reproduces with Vulkan Graphics API, does not reproduce with OpenGLES3 Graphics API
- Does not reproduce in the Editor with the Simulator view
- The issue does not reproduce every rotation of the device
- Vsync slows down the framerate too much, the target framerate of the project is 60 FPS, it slows it down to ~30 FPS
