Android Camera Permission request does not pop-up when initializing a Camera based feature

How to reproduce:
1. Open the attached “IN-111391.zip” Project
2. Build and Run for Android
3. Press the "Capture" Button in the Player
4. Press the "Initialize" Button in the changed Player Scene

Expected result: Camera Permission request appears
Actual result: Nothing happens

Reproducible with: 6000.3.0a4
Not reproducible with: 6000.0.55f1, 6000.1.16f1, 6000.2.0f1 (517f89d850d1), 6000.3.0a3

Testing environment: macOS 15.6 M3 Pro

Note: Manually going into the settings it would appear the setting is set to Denied, however after manually changing it, the permission is still not given or at least functions relying on the permission are not working
