[Android] Android permission dialog is not invoked with Permission.RequestUserPermission()
Reproduction steps:
1. Open the attached project "PermissionsProject.zip"
2. Build and run on a device
3. Observe the app startup
Expected result: Permission.RequestUserPermission() is being invoked
Actual result: Permission.RequestUserPermission() is not being invoked
Reproducible with: 2022.1.0a13, 2022.1.0a15
Not reproducible with: 2020.3.23f1, 2021.1.28f1, 2021.2.2f1, 2022.1.0a12
Could not test with: 2019.4.32f1 (Script errors when downgraded)
