[Android][Adreno] Application crashes when loading a R16 bit texture on development builds
How to reproduce:
1. Open the user's attached project "UnityQuestTextureCrashBugReport.zip"
2. Load the Scene "BugReportScene"
3. In the Build Settings window select "Development Build"
4. Build And Run the project to an Android device
Expected result: The application does not crash
Actual result: The application crashes
Reproducible with: 2020.1.0a22, 2020.2.7f1, 2020.3.0f1, 2021.1.0b11, 2021.2.0a8
Not reproducible with: 2018.4.32f1, 2019.4.22f1, 2020.1.0a21
