[Android] A video loaded from a URL on a device stutters

How to reproduce:
1. Open the attached “IN-52512“ project
2. In the “File” → “Build And Run”
3. Connect the device to the internet
4. Observe the launched video

Expected result: The video plays without stuttering
Actual result: The video starts playing and begins to stutter/freeze

Reproducible with: 2022.1.0a2, 2022.3.10f1, 2023.1.12f1, 2023.2.0b8, 2023.3.0a4
Not reproducible with: 2021.2.0a21, 2021.3.30f1
Couldn’t test with: 2022.1.0a1 - The project couldn’t open

Testing environment: macOS 13.4.1 (Intel)

  1. Resolution Note:

    Seeking in movies that don't have keyframes is too resource-intensive to be usable with the VideoPlayer "Skip On Drop" property enabled. Re-encoding with more keyframes or turning Skip On Drop off will bring back smooth playback.
