Align-items property is ignored when items are wrapped
Reproduction steps:
1. Open project "UIToolkitFlex"
2. Open Assets > UIDoc
3. In the UI Builder's Hierarchy, select UIDoc.uxml > VisualElement > Label
4. Duplicate the selected item (Ctrl+D on Windows, Command+D on macOS)
Expected result: The VisualElement align-items property stays the same
Actual result: The VisualElement align-items property gets ignored
Reproducible with: 2021.2.11f1, 2022.1.0b6, 2022.2.0a5
Could not test with: 1.0.0-preview.18 (2020.3.27f1, Can't open "UIDoc", getting this error: "There is no application set to open the document “UIDoc.uxml”."), 2019.4.35f1 (Package not supported)

Resolution Note:
The reason the labels are not aligned at the bottom is because of the align-content property. align-content has priority over align-items when there are multiple flex lines. The default value of align-content is flex-start so the label will be aligned at the top.
In this case setting align-content to flex-end will give the desired result.
