After a Custom Layout is applied it makes Windows OS open a number of strange windows for every already opened application
To reproduce:
1. Extract the contents of Layouts.zip to C:\Users\YourUserName\AppData\Roaming\Unity\Editor-5.x\Preferences\Layouts
2. Open Unity 2019.3 Editor
3. Switch the Layout to the imported custom "DaBest" layout
Expected result: Layout changes
Actual result: Every opened application opens up several blank windows, every window is resized, additional applications are opened
Please see the video attached as it's rather difficult to explain what is actually happening

Not reproduced with: 2017.4.30f1, 2018.4.5f1, 2019.1.12f1, 2019.2.0b10, 2019.3.0a7

Notes:
This issue messes up Windows pretty bad, I found out it's best to sign out and then back in to get a fresh Explorer
