[Addressables] ResourceLocations fails to load when calling LoadResourceLocationsAsync() with a key that points to a Scene

How to reproduce:
1. Open attached "UnityAddressablesLoadResourceLocationsAsync.zip" project and SampleScene scene
2. Enter the Play mode

Expected result: Additive Scene is loaded successfully
Actual result: Additive Scene is not loaded and the error appears in the Console window

Reproducible with: 1.16.10(2019.4.16f1, 2020.1.16f1, 2020.2.0b14, 2021.1.0a8)
Not reproducible with: 1.13.1 - 1.16.7, 1.16.12 - 1.16.13(2019.4.16f1, 2020.1.16f1, 2020.2.0b14, 2021.1.0a8)
Could not test with: 2018.4.29f1(could not downgrade)

Note: The error that appears in the Console window:

"Scene assets can not be used with GetPlayerObjectIdentifiersInAsset API. Please use ProcessScene API instead"
