SBP - AssetBundle builds change when switching open Scenes in the Editor
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/Start
3. Go to Window -> Asset Management -> Addressables -> Groups
4. Select Build -> Clean Build -> All
5. Select Build -> New Build -> Default Build Script
6. In the project directory, go to the ServerData folder and observe the generated .hash, .json and .bundle files
7. Close the Addressables Groups window
8. Open scene Scenes/Cube and repeat steps 3-7
9. Open scene Scenes/Sphere and repeat steps 3-7
Expected result: generated "catalog" files have the same hashes, bundles have single copies
Actual result: generated "catalog" files have different hashes each time, bundles have multiple copies
Reproducible with: 2021.2.12f1, 2021.3.3f1, 2022.1.1f1, 2022.2.0a14
Not reproducible with: 2019.4.39f1, 2020.3.34f1, 2021.2.11f1
Notes: multiple copies of the .bundle files do not appear 100% of the time
