Add filter button does not exist in Entities Hierarchy
How to reproduce:
1. Create a new 3D (URP) Project
2. Open Package Manager (Window -> Package Manager)
3. Click '+' Icon
4. Click "Install package from git URL"
5. Type "com.unity.entities@1.2.0-pre.12"
6. Open the Entities Hierarchy window (Window -> Entities -> Hierarchy)
7. Observe the search field
Expected result: "+Add filter" button is present
Actual result: "+Add filter" button does not exist
Reproducible with: 1.2.0-pre.12, 1.2.0-pre.4
Not reproducible with: 1.2.0-exp.3
Reproduced on: macOS Sonoma 14.3 (M1), Linux 20.04
