A folder called `etc` is generated when a new project is created
When a new project is created in Unity, an empty folder called `etc` is generated.
Steps for reproduction:
1) Open Unity
2) Create a new project
3) Open projects folder
4) Observe the bug. A folder called `etc` is created.
Notes:
- Regression is introduced in 2017.2.0b2
- Issue also occurs on trunk - 2017.3.0a1 (59b1dca2056f)

when I open a project through a folder (ir shortcut to folder) on desktop a etc is created on desktop?
& 'C:\Program Files\Unity\Editor\Unity.exe' -projectPath 'C:\Users\rakka\Desktop\New Unity Project'
does not happen if I open through unity? only with this projectPath parameter?
