A fatal error pop-up appears when opening a project that has files being used by another process
Reproduction steps:
1. Open the attached “repro-project“
2. Observe the pop-up
Reproducible with: 2021.3.23f1
Not reproducible with: 2020.3.47f1, 2022.2.16f1, 2023.1.0b13, 2023.2.0a11
Reproduced on: Windows 10 Pro
Notes:
1. The opening process fails with “Force Quit pressed for Opening file failed: Opening file C:/Users/AgnieteMargeviciute/Documents/Unity Projects/IN-36624/Library/TempArtifacts/Primary/bc5a2b7e1aa854877a8ba7ca3edd06d4: The process cannot access the file because it is being used
by another process“ error
2. Not reproducible after upgrading/downgrading to a different stream
