A customized "Package.appxmanifest" is overwritten when building the project for UWP
How to reproduce:
1. Open the attached project "AppXPackageRepro.zip"
2. Build the project for UWP in the "WindowsStoreApp" folder
3. Open the "WindowsStoreApp/AppXPackageRepro" folder
Expected results: "Package.appxmanifest" is not overwritten
Actual results: "Package.appxmanifest" is overwritten
Reproducible with: 2021.3.35f1, 2022.3.20f1, 2023.2.0a21, 2023.2.11f1, 2023.3.0b8
Not reproducible with: 2023.2.0a20
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
