5.6 Windows builds do not work on Windows Server
To reproduce:
1. Install Windows Server
2. Install Unity 5.6 on Windows Server
3. Build and run for Windows platform
Actual: Build fails to run and 'missing MFPlat.DLL error' appears
Expected: Build should run without any issues
Note: Reproducible with x86 and x86_x64 builds.
Not reproducible with 5.5.0p3
Reproducible with 5.6.0a1, 5.6.0b3
Regression introduced in 5.6.0a1
Reproduced on Windows Server 2012 R2 Standard running on VirtualBox.
