Tooltip is missing for the Gizmos button in the Tile Palette
Steps to Repro:
1. Create a new Project
2. Install 2D Tilemap Editor from the Package Manager
3. Open Windows > 2D > Tile Palette
4. Hover the mouse on Gizmos button
Expected Result:
The tooltip should have appeared
Actual Result:
Tooltip is missing
Reproducible on: 2020.2.0a15, 2020.1.0b12, 2020.1.0a8
Note: Gizmos button introduced in 2020.1.0a8

2D: Add tooltip to Tile Palette Gizmos button
