Repo steps:
# Open 2D URP Unity scene
# Right click on the Project window 
# Create > 2D > Tile Palette > Any option
# Click the palette in the project window 
# Observe the inspector window

Expected Result: Question mark button should be in the top right on the inspector tab.

Actual Result: Question mark button is not visible
