[2D] Sprites with spritePackingTag are not compressed even if Legacy Sprite Packer is disabled
To reproduce:
1) Open the attached project (SpritePackingTag.zip)
2) Examine both sprites in the inspector
Expected: Both have same size in the inspector
Actual: 01 is uncompressed as it has spritePackingTag (can be seen in Debug Inspector)
Reproduced in 2017.4.0f1, 2020.1.0a15

Resolution Note:
By design all sprites using packing tag will be imported uncompressed so as not lose any pixel quality. The atlases are then packed with the desired format specified in importer settings.
It is recommended that users remove tags if they are not in use.
