[2023.2][UI Builder] Dragging an element no longer works after dragging it to the Hierarchy and pressing the ESC key before releasing
How to reproduce:
1. Open the user’s attached “UITKTest.zip” project
2. Open “UXML1.uxml” (Assets > Scripts > UI > Resources > UXML1)
3. In the UI Builder window, select “Label” Control and drag it to Hierarchy but don’t release the mouse button
4. Press the ESC key
5. Release the mouse button
6. Try to Drag the “Label” Control and observe the result
Expected result: Drag is working
Actual result: Drag is not working
Reproducible with: 2023.2.0a6, 2023.2.0a18
Not reproducible with: 2021.3.26f1, 2022.3.0f1, 2023.1.0b19, 2023.2.0a5
Reproduced on: macOS 13.2.1 (Intel)
Note: the issue is still reproducible after closing and opening the UI Builder window
