How to reproduce:
1. Open the user's attached project

Expected result: none of the machine's CPU cores stay at 100% when the build is running
Actual result: one of the machine's CPU cores is always at 100% when the build is running
Reproducible with: 2019.4.38f1, 2020.3.33f1
Not reproducible with: 2021.1.0a1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
