Steps to reproduce:
1. Download and open the attached project
2. Clear console.
3. Reimport "Bundles" folder
Result: Failed to convert -1 to a unsigned 8 bit int in file 'Assets/Bundles/CountyMap_000/Common/r000c0324.asset':36
Reproduced on 2018.3.0b7, 2018.3.0b10, 2019.1.0a5, 2019.1.0a9
Not reproduced on 2018.2.16f1, 2018.3.0b6, 2019.1.0a4
