The Inspector can be covered when scaling the horizontal separator bar
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Select “Cube“ GameObject in Hierarchy
4. In Inspector, hover the mouse over the separator above the “Asset Labels“ at the bottom
5. Find the point where the Cursor icon changes to a “scaling“ icon
6. Click and drag it to the top
7. Observe the Inspector
Expected result: Contents can’t be covered
Actual result: All contents of the Inspector are covered
Reproducible with: 2023.2.0a19, 6000.0.35f1, 6000.1.0b3
Not reproducible with: 2022.3.56f1, 2023.2.0a18
Testing environment: Windows 10 Enterprise 21H2, Windows 11
Not reproducible on: No other environment tested
