Typed text doesn't appear in an input field when the Chinese language is used and the "Event System" Component is turned off
Reproduction steps:
1. Download the “Chinese (Simplified, China)“ language pack on Windows (“Start → Settings → Time & Language → Language → Add a language“)
2. Change to that language with the “Shift + Space“ button combination
3. Open the attached “repro_IN-85343“ project
4. Open the “Assets/Scenes/ReproScene.unity“ Scene
5. In the Hierarchy, select the “InputSystem“ GameObject
6. In the Inspector, make sure that the “Event System“ Component is disabled
7. Enter the Play Mode
8. In the Game window, in the input field at the bottom, type “zhongguo“
9. Observe the input field
Expected result: The typed text “zhongguo“ appears in the input field
Actual result: The input field remains empty, as the typed text “zhongguo“ doesn’t appear

Not reproducible with: 2022.1.0a16, 2022.3.50f1, 2023.2.0a15
Reproducible on: Windows 10 (22H2)
