Modifying the Velocity property through 'AnimationStream' does not take effect as expected when using Humanoid animation

Reproduction steps:
1. Open project “Repro”
2. Open “SampleScene”
3. Enter Play Mode
4. Observe the text in Game view

Expected result: “Target Velocity” and “Actual Velocity” numbers *are the same*
Actual result: “Target Velocity” and “Actual Velocity” numbers *are different*

Reproducible with: 2020.3.48f1, 2021.3.25f1, 2022.2.20f1, 2023.1.0b17, 2023.2.0a15

Reproducible on: macOS Ventura 13.2.1 (Intel)

Notes:
- Also reproducible in Standalone Player
- The issue does not arise when using Generic animation
