"Active Locale" resets when restarting the Editor
To reproduce:
1. Open the project “BugReport”
2. Window → Asset management → Localization Scene Controls
3. Set “Active Locale” to any, except None
4. Restart the Editor
5. Open the Localization Scene Controls window
Expected result: “Active Locale” is same as it was before the restart
Actual result: “Active Locale” is None
Reproducible with: 1.3.2 (2020.3.37f1, 2021.3.6f1, 2022.1.9f1, 2022.2.0b1, 2023.1.0a2)
Reproduced on: macOS Monterey 12.4 (Intel)
