Slow scroll speed when scrolling the ScrollView element in the Play Mode
Reproduction steps:
1. Open the attached “My project.zip” project
2. Open the “Assets/TestScene.unity” Scene
3. Enter the Play Mode
4. Hover the cursor over the text and use the mouse wheel to scroll the text in the Game View
Expected result: Normal scrolling speed
Actual result: Extremely slow scrolling speed
Reproducible with: 1.7.0, 1.8.0-pre.1 (2023.2.0a22, 2023.2.7f1, 2023.3.0a14), 1.8.0-pre.2 (2023.2.0a22, 2023.2.7f1, 2023.3.0b4)
Not reproducible with: 1.7.0, 1.8.0-pre.1, 1.8.0-pre.2 (2021.3.34f1, 2022.3.18f1, 2023.2.0a21)
